mutter causes launch of new app window on inactive workspace

      What were you trying to do that didn't work?

      Previously new instance of app/windows has been opened on the active workspace, new mutter causes window to be opened on a different workspace where first instance of the app has been opened. 

      Please provide the package NVR for which bug is seen:

      mutter-40.9-20.el9 (RHEL 9.5. beta)

      How reproducible:

      always

      Steps to reproduce

      1. install RHEL9 and update to the latest RHEL9.5 beta incl. mutter-40.9-20.el9
      2. login as a user into gnome/wayland standard session
      3. enable "launch new instance" gnome extension
      4. on workspace 1 start gnome-terminal
      5. switch to workspace 2
      6. start gnome-terminal

      Expected results

      first terminal is opened on workspace 1

      second terminal is opened on workspace 2

      Actual results

      first terminal is opened on workspace 1

      after start of second terminal on workspace 2 nothing happens

      when you switch back to workspace 1 you see second terminal has been opened there
