DMPD is not providing debuginfo files and also it is needed to ensure correct flags are used for builds. This is needed for certification.

Rust packaging and RHEL is evolving, Fedora already handles vendor files well, some of the improvements need to be backported to RHEL package. No functional changes are expected.
