'eww' in emacs does not resolve https webpages

      Description of problem:
      When attempting to access a HTTPS website using eww in emacs, the page never finishes loading.

      Version-Release number of selected component (if applicable):
      emacs-26.1-7.el8.x86_64

      NOTE: In addition to 8.5, this behavior is also observed in RHEL 9.0 as well in v27.2-6.

      How reproducible:
      For the most part, consistently. I personally had a single test machine running 8.6 (of two) that did NOT observe the behavior.

      Steps to Reproduce:
      1. Open emacs.
      2. M-x eww
      3. Enter https://access.redhat.com as the address.
      or
      emacs -Q --eval "(eww \"https://access.redhat.com\")"

      Actual results:
      Virtually all instances, HTTPS page does not load.

      Expected results:
      HTTPS page loads in emacs eww mode.
