Configure model for panic device automatically on aarch64

      Currently, configuring the panic device for aarch64 VMs requires the user to provide the model name explicitly, as in

      <panic model='pvpanic'/>
      

      On other architectures (x86_64, ppc64le, s390x) the user just needs to provide

      <panic/>
      

      and libvirt will automatically fill in the appropriate value for the model attribute.

      It would be great if the same could happen on aarch64 too.
