      We're seeing this with an attempt to install RHELAI:

      $ podman run --rm --privileged -v /dev:/dev -v /var/lib/containers:/var/lib/containers -v /:/target --pid=host --security-opt label=type:unconfined_t  registry.stage.redhat.io/rhelai1/bootc-nvidia-rhel9:1.1-1724170363 bootc install to-existing-root --root-ssh-authorized-keys

      This needs root causing...it may be that the additionalimagestore is throwing us for a loop?
