Encrypted block device support (CONFIG_BLK_DEV_DM) was disabled as part of the kernel minimization work last year via this commit: https://gitlab.com/redhat/centos-stream/src/kernel/centos-stream-9/-/commit/6b1d273d46c5eea580c4be11f34f2a88253b2547

This functionality is needed, so let's go ahead and reenable it.
