Apache HTTPD httpd-2.4.53 no longer parse PHP files with unicode characters in the filename

      What were you trying to do that didn't work?

      When the php filename contain special chars like "❤.php " or "Fitness-Summer-Special-Rückenyoga.php"

      Please provide the package NVR for which bug is seen:

      httpd-2.4.53-11.el9_2.10.x86_64.rpm and onward

      How reproducible:

      Steps to reproduce

      1. Update the HTTPD package to httpd-2.4.57-11.el9_4.x86_64.rpm and onward
      2. Configure the Apache HTTPD and PHP to use fpm-php to process PHP script
      3. Create a PHP file with Unicode in the name, as an example: "Fitness-Summer-Special-Rückenyoga.php"
        1. A simple hello world will reproduce the issue.

      You will get a 404 http error. With this 
      httpd-2.4.53-11.el9_2.8.x86_64.rpm
      package it's working, with no issues.
