      Description of problem:
      Can the postgresql rpm be updated to use the systemd-sysusers.d functionality for creation of the postgres user?

      Version-Release number of selected component (if applicable):
      postgresql-server-13.5-1.el9.x86_64

      How reproducible: 100%

      Steps to Reproduce:
      1.rpm -q --scripts postgresql-server |grep useradd
      2.
      3.

      Actual results:
      /usr/sbin/useradd -M -N -g postgres -o -r -d /var/lib/pgsql -s /bin/bash \

      Expected results:
      use of system-sysusers
