Cluster fails to detect addition of an alerts section via cibadmin

      Cause (the user action or circumstances that trigger the bug): A user configures an alert in a Pacemaker cluster.
      Consequence (what the user experience is when the bug occurs): The alert does not take immediate effect. A cluster restart is one way to make it take effect.
      Fix (what has changed to fix the bug; do not include overly technical details): CIB changes are detected correctly again.
      Result (what happens now that the patch is applied): Alert changes are immediately detected by the cluster.

      What were you trying to do that didn't work? Use cibadmin to add an <alerts> section to an existing cluster CIB that doesn't have one

      Please provide the package NVR for which bug is seen: 8.10, and 9.4 and later

      How reproducible: Reliably

      Steps to reproduce

      1. Create a cluster with a CIB that has no <alerts> section.
      2. Add an alert using: cibadmin --create --scope configuration -X '<alerts><alert .../></alerts>' with an appropriate alert XML instead of ...
      3. Trigger an alert (for example, disable a resource).

      Expected results

      An alert is received.

      Actual results

      No alert is received.

      Workaround

      Setting or changing any cluster option will trigger rechecking the alerts section.
