What were you trying to do that didn't work? Use cibadmin to add an <alerts> section to an existing cluster CIB that doesn't have one
Please provide the package NVR for which bug is seen: 8.10, and 9.4 and later

Steps to reproduce
- Create a cluster with a CIB that has no <alerts> section.
- Add an alert using: cibadmin --create --scope configuration -X '<alerts><alert .../></alerts>' with an appropriate alert XML instead of ...
- Trigger an alert (for example, disable a resource).
Expected results
An alert is received.
Actual results
No alert is received.
Workaround
Setting or changing any cluster option will trigger rechecking the alerts section.
