Split the harfbuzz cairo integration library in its own subpackage.

The harfbuzz cairo library is new library provided by harfbuzz project since its 7.0.0 release. We cannot disable harfbuzz-cairo subpackage generation in RHEL10 as hb-view tool needs libharfbuzz-cairo.so library.

Please provide the package NVR for which bug is seen:

harfbuzz-8.4.0-2.el10.x86_64

thus harfbuzz-cairo will now provide libharfbuzz-cairo.so.0()(64bit) library.
