nmstate ipsec connections are not restarted

      What were you trying to do that didn't work?

      If pluto daemon is restarted, for any reason (valid user request, failure, etc)

      the ipsec connections that were created through NM are not recreated and connectivity is eventually broken

      Please provide the package NVR for which bug is seen:

      NetworkManager-libreswan-1.2.14-4.el9_2.x86_64

      everytime

      Steps to reproduce

      1. define a vpn connection through nmstate
      2. restart ipsec
      3. observe the connection go down (`nmcli c`)

      Expected results

      connection is restored

      Actual results

      connectivity is broken
