PHP 8.3.10 have an ABI break, introduced in https://github.com/php/php-src/commit/38501ed48a6a8d9ad57605d6a49e796230ac4b42

The upstream current plan is to have this reverted in 8.3.11RC2

• 8.3.11RC2 planned for Aug 22nd
• 8.3.11 planned for Aug 29th or Sept 5th

This means package built with PHP <= 8.3.9 will be broken
This also means any rebase in the future will break packages built with 8.3.10

So safe plan it to rebase to 8.3.11

Notice: packages in RHEL are not affected, but some packages in EPEL are (EPEL-10 plan to start building using Beta). Known to be affected: rar, smbclient, swoole and ssh2. This also affects extensions built manually by users.
