Inconsistent output between locale -a and localctl list-locale

How reproducible:

Steps to reproduce

1. On a rhel 9 system install language package using dnf install glibc-all-langpacks 
2. Then check the output of the command we can see the in the system

    - localectl list-locales | grep nb_NO
    - locale -a | grep nb_NO

Expected results

both the command should show same output

Actual results

localectl list-locales | grep nb_NO

nb_NO.UTF-8

locale -a | grep nb_NO

nb_NO
nb_NO.iso88591
nb_NO.utf8
