      hw/core: allow parameter=1 for SMP topology on any machine

      100%

      Steps to reproduce
      1. In guest SMP topology, set clusters=1
      qemu-kvm: warning: Deprecated CPU topology (considered invalid): Unsupported clusters parameter mustn't be specified as 1

      Expected results
      Cluster can set to 1

      Actual results
      Cluster can't set to 1.
