      hw/core: allow parameter=1 for SMP topology on any machine

      Please provide the package NVR for which bug is seen:
      qemu-kvm-9.0.0-7.el9.x86_64

      How reproducible:
      100%

      Steps to reproduce
      1. In guest SMP topology, set clusters=1
      qemu-kvm: warning: Deprecated CPU topology (considered invalid): Unsupported clusters parameter mustn't be specified as 1

      Expected results
      Cluster can set to 1

      Actual results
      Cluster can't set to 1.

            Tested with qemu-img-9.0.0-10.el9_5.x86_64, still see warning qemu-kvm: warning: Deprecated CPU topology (considered invalid): Unsupported clusters parameter mustn't be specified as 1. 

            Tested  qemu-kvm-9.1.0-1.el9, this issue fixed.

             

            Version:  qemu-kvm-9.1.0-1.el9 , qemu-kvm-9.1.0-1.el10

            steps:

            1. Boot guest with -smp 8,sockets=2,dies=1,clusters=1,cores=4,threads=1 \
            2. Check if there is qemu warning.

            Result:

            No qemu warnings. 

            QEMU 9.1.0 monitor - type 'help' for more information
            (qemu)

            This will be fixed when we rebase qemu-9.1 for the next release pair.

            Since rhel-9.5 is not an EUS release nor one our layered products will consume, it should just be OK to pick this up and test as part of the rebase.
