      .`selinux-policy` rebased to 42.1

The `selinux-policy` packages are rebased to upstream version 42.1. This version contains many fixes and improvements, including packaging improvements. Notably, SELinux types related to the `systemd` generators have been added to the SELinux policy.

      Description of problem:
Since RHEL 10 beta branched off Fedora 38, numerous enhancements and missing rules were added to Fedora selinux-policy, but only a small number of them were backported. Rebasing will prevent from unnecessary bug reports for known problems, including numerous packaging improvements.
The previous rebase was on v40.13, rawhide currently has v41.14.
