Per ENGCMP-1255, the rust-std-static-wasm32-* subpackages are excluded from s390x because they require lld which has not been supported thereon (until now). This was carried over into RHEL 10 (and ELN) pungi configs, but with lld 18 built and shipped for all arches including s390x in both CentOS Stream 9 and 10 (RHEL 9.5 and 10.0-Beta), can/should these now be supported on s390x in either or both of these upcoming releases? If so, an ENGCMP ticket will need to be filed to remove the relevant filtering.

For RHEL 8's rust-toolset module, instead of pungi excludes we had previously changed the noarch packages to arch-specific to exclude s390x. We should be able to just flip those back to noarch now with lld-18 available.
