      The openssl command line utility's pkeyutil subcommand allows now to perform the encapsulation and decapsulation cryptographic operations
      Reason (why has the feature or enhancement been implemented): The new post-quantum cryptographic (PQC) algorithm ML-KEM (FIPS 203) permits only encapsulation and decapsulation operations. This change allows use of it and similar algorithms using the command line tool.
      Result (what is the current user experience): It's possible to use algorithms such as RSASVE and ML-KEM using the command line openssl utility

      We need test PQ algorithm implementations for compatibility in RHEL 10
