network configuration script does not work for Windows 10 i386 guest

      The network configuration script updated in RHEL-50731 does not work for a particular Windows 10 i386 guest (esx7.0-win10-i386-static-ip-dns-without-gw-len).

      Looking at the logs it seems we copied virtio drivers into the guest. However they are apparently not installed at boot (or maybe installed, but they don't work / start up?)

      As a result, the firstboot log (which I'll attach) doesn't show the drivers coming up and then the network configuration script gets stuck in a loop showing just:
