Update to kernel-lt-6.1.103-1.el9.elrepo.x86_64 causes very slow virtio_net operation

      Steps to reproduce

      1. >dnf update
        Nothing to do.
        Complete!
        (all updates are installed)
      2. >uname -r
        6.1.103-1.el9.elrepo.x86_64
      3. Upload speed in virtual machines with virtio_net interface is 25000 bytes/sec, while download is ok.
      4. Workaround: disable Offload Tx.LSO. Or (in my case) downgarade kernel to 6.1.102-1.el9.elrepo.x86_64

      Expected results

      normal speed up to 10-100Gbit/sec
