dblatex uses texlive-pdfpages and correctly depends thereon, but a package which just BuildRequires: dblatex fails to build, erroring out with File `pdflscape.sty' not found. dblatex has no direct dependency on pdflscape, but pdfpages does. This dependency is correctly declared in the Fedora texlive package, but not in RHEL/CS or ELN. (None of the other individual components which depend on pdflscape in Fedora are present in CS/RHEL/ELN).

This can be seen in ELN Extras and is causing ragel to FTBFS: https://kojipkgs.fedoraproject.org//work/tasks/5536/121655536/build.log

The same will occur in EPEL 10 if not fixed.
