chrony-4.6 adds support for reading leap seconds and TAI-UTC offset from the NIST/IERS leap-seconds.list file as an alternative to the right/UTC timezone. It's configured by the leapseclist directive. The main advantage over the timezone is that it can be easily modified and kept up to date independently from tzdata.

This is a request to backport this feature to chrony-4.5 in RHEL9.5.
