Leapp upgrade from 8.10 to 9.4 in ARM architecture on Azure failed. Cannot find leapp-rhui-azure-rhel8-arm64 package in RHUI repo.
Risk Factor: high (inhibitor)
Title: Using RHSM has been skipped but no custom or RHUI repositories have been delivered.
Summary: Leapp is run in the mode when the Red Hat Subscription Manager is not used (the --no-rhsm option or the LEAPP_NO_RHSM=1 environment variable has been set) so leapp is not able to obtain YUM/DNF repositories with the content for the target system in the standard way. The content has to be delivered either by user manually or, in case of public clouds, by a special Leapp package for RHUI environments.

Remediation: [hint] Create the repository file according to instructions in the referred document on the following path with all repositories that should be used during the upgrade: "/etc/leapp/files/leapp_upgrade_repositories.repo".
- If install leapp-rhui-azure-1.0.0-14.el8.noarch manually, still cannot upgrade successfully.
Please provide the package NVR for which bug is seen:
RHEL-8.8 ARM64 image from Azure Marketplace(RedHat:rhel-arm64:8_8-arm64-gen2:8.8.2023080216) and upgraded to RHEL-8.10 from RHUI.

Steps to reproduce
- Create an RHEL-8.8 ARM VM on Azure from Azure Marketplace image
- yum upgrade to RHEL-8.10, and install leapp, leapp-upgrade packages
- leapp preupgrade --debug --no-rhsm
Expected results
ARM Azure VM can use leapp upgrade through RHUI
Actual results
Cannot leapp upgrade through RHUI. Cannot find leapp-rhui-azure-rhel8-arm64 (or similar name) package in RHUI repo.
