What were you trying to do that didn't work?

Use button "Assign Role" within user summary in ACL tab.

Steps to reproduce

1. Go to ACL tab of cluster in web UI
2. Create Role(s)
3. Create User
4. Open the user and click "Assign Role"
5. Open "Role name" drop down menu

Expected results

Roles are listed.

Actual results

Users are listed, which prevents to assign a role. The same goes with groups.
