Before running Maven bootstrap in CS Koji, it would be good to test it locally to catch potential issues before starting Koji builds.

MBICI is used to test bootstrapping of Maven. Unfortunately MBICI is deployed on older hardware incompatible with RHEL 10 (due to x86_64-v2), so it can't be used directly.

Therefore I will run the bootstrap using code from c10s branches on Fedora platform with OpenJDK 21 from CS 10 (which was built on CS 9 thus should be using older x86_64-v1 instruction set IIUC).
