What were you trying to do that didn't work?

This is intended to track the fix to tuned's cpu-partitioning-powersave profile which was mentioned at https://github.com/redhat-performance/tuned/pull/630.

Fix 'no_turbo' from bool (true) to int (1).

The request was closed to rework this a different way. This Jira is meant to track progress on the effort.
