      When openssl-3.2.2-2.el9.ppc64le client is executed with

      openssl s_client -CAfile dsa-ca/cert.pem -cipher DHE-DSS-AES128-GCM-SHA256 -connect localhost:4433 -tls1_2

      it aborts with 

      A04117ADFF7F0000:error:0A0000B5:SSL routines:ssl_cipher_list_to_bytes:no ciphers available:ssl/statem/statem_clnt.c:4138:No ciphers enabled for max supported SSL/TLS version

      openssl-3.0.7-27.el9 allows the connection
