regression: cmp -s returns 1 even if files are identical

      there is a regression in diffutils in rhel-10-beta. cmp -s returns 1 even if files are identical
      It works fine in previous rhel release.

      Regresstion test:

      cp /proc/version /tmp
cmp -s /proc/version /tmp/version

      The regression test returns 1 instead 0
