Description of problem:
Boot up ws2022 guest with virtio-mouse-pci device and virtio-win-1.9.30-0.el9_1.iso, install all drivers by installer and then uninstall them by installer, repeated uninstall/install again, at last install the installer, the mouse didn't work.

Steps to Reproduce:
1.Boot up ws2022 guest with virtio-mouse-pci device and virtio-win-1.9.30-0.el9_1.iso
2.install all drivers by installer and then uninstall by installer
3.uninstall/install the installer again
4.install the installer at last.

Actual results:
the mouse didn't work

Expected results:
the virtio-mouse-pci device works.
