      BSOD occurs during hotplug max vcpus to win2022 guest

      How reproducible:
      100%

      Steps to Reproduce:
      1.execute "hotplug_max_vcpus.sh" script.

      1. sh hotplug_max_vcpus.sh pc

      Actual results:
      Win2022 BSOD

      Expected results:
      Win2022 guest without BSOD and hotplug successfully

      Additional info:
      1) for q35 and ovmf, also hit the same issue
