Drop support for removed options in rules following pacemaker 3

      Description (describe the discontinued feature): Following pacemaker 3,
      options 'moon' and 'yearsdays' in date_spec, and 'monthdays', ' weekdays', 'weekyears', 'moon' and 'yearsdays' in duration in rules are no longer supported.

      Consequence (describe the recommended replacement, if applicable):
      The mentioned options can no longer be used when defining rules in any commands. Affected commands are: 'pcs resource | stonith defaults', 'pcs resource | stonith op defaults', 'pcs constraint location'.

      Goal

      Pacemaker team has announced upstream that support for moon in date_spec, monthdays,  weekdays,  weekyears, or moon in a duration and yearsdays anywhere in rules is going to be dropped in Pacemaker 3. Pcs needs to follow that.

      They also announced that score or score-attribute in a rule won't be allowed anywhere other than a location constraint.

      Acceptance Criteria

      • The specified options are no longer considered to be valid by pcs
      • pcs is able to create rules in CIB correctly wrt. score options being removed
      • pcs capabilities are updated to reflect the change
      • Consider updating exporting rules as pcs commands
