      Goal

      Pacemaker team has announced upstream that support for nagios and upstart resources is going to be dropped in Pacemaker 3. Pcs needs to follow that.

      Acceptance Criteria

      • Pcs no longer considers 'nagios' and 'upstart' to be a valid resource class.
      • pcs capabilities are updated to reflect the change
        • this is not a pcs changes, it's a pacemaker change
        • supported resource classes can be listed via pcs
        • therefore, this change will not be covered in pcs capabilities
