Description (describe the discontinued feature): Following pacemaker 3, support for upstart and nagios resource classes have been removed.

It is no longer possible to manage upstart and nagios resources using pcs.

Pacemaker team has announced upstream that support for nagios and upstart resources is going to be dropped in Pacemaker 3. Pcs needs to follow that.

Pcs no longer considers 'nagios' and 'upstart' to be a valid resource class.
~~pcs capabilities are updated to reflect the change~~
- this is not a pcs changes, it's a pacemaker change
- supported resource classes can be listed via pcs
- therefore, this change will not be covered in pcs capabilities
