drop ibus dependency on libdbusmenu?

      Desktop SST (PO) asked us again not to ship libdbusmenu in RHEL 10.

      Reflecting more I agree since I don't think we can ship libdbusmenu-devel
      in RHEL 10, which is needed in EPEL 10. So it would be better to drop
      ibus-panel's dependency on the library: maybe EPEL10 KDE will have to build
      its own ibus-epel package to use the epel libdbusmenu if needed.
