Gnome settings is not honoring universal network connections

      What were you trying to do that didn't work?

      Universal network connections (with unset interface and MAC address) should be activable on every Wired device via Gnome Settings. This is not the case in RHEL10, only one disconnected device shows universal connection.

      Please provide the package NVR for which bug is seen:

      gnome-control-center-46.2-3.el10.x86_64

      Steps to reproduce

      1. run gnome-control-center test:
      2. ./runtest.sh network_connect_disconnect_universal_connection
      3.  

      Expected results

      The test should pass, as it passes on previous RHEL versions

      Actual results

      The test is failing, connection is visible only on eth11 (see attached screenshot in HTML report).
