[RFE] Support for ipvlan in NetworkManager

      Given a system administrator configuring a network interface with ipvlan using NetworkManager,

      When they define an interface configuration with ipvlan properties (mode, parent or flags),

      Then, NetworkManager should successfully configure the interface with the provided settings.

      If the peer is not managed by NetworkManager, then NetworkManager should fail the configuration.

      Definition of Done:

      • The implementation meets the acceptance criteria
      • Integration  tests are written and pass
      • Code is part of a downstream build attached to an errata

      NetworkManager currently lacks support for configuring `ipvlan` interfaces, which can be necessary for some scenarios where a network isolation and efficiency is required in multi-tenant environments. This support should be added so that Nmstate can leverage it for upper layer products like OpenShift (See RHEL-43438)
