libvirtd starts with default network inactive

      What were you trying to do that didn't work?

      After installing and starting libvirtd, the default network appears disabled.

      Please provide the package NVR for which bug is seen:

      libvirt-10.0.0-3.el10

      How reproducible: Always

      Steps to reproduce

      1. dnf install libvirt
      2. systemctl start libvirtd
      3. virsh -c qemu:///system net-list

      Expected results

      Expected to see "default" as "active" as it was in stream 9

      Actual results

      default is inactive

      virsh -c qemu:///system net-list --all

      ----------------------------------------------
       default   inactive   yes         yes
      

      Is this an expected change in CS10?
