What were you trying to do that didn't work?

When trying to run `podman system reset`, blob-info-cache-v1.sqlite is preserved and not removed

Please provide the package NVR for which bug is seen:

$ rpm -qa | grep podman

Steps to reproduce

1.  Run `podman system reset`
2. File `local/share/containers/cache/blob-info-cache-v1.sqlite` should be recreated on reset but it is preserved

Expected results

• File `local/share/containers/cache/blob-info-cache-v1.sqlite` should be recreated

  Actual results

• File `local/share/containers/cache/blob-info-cache-v1.sqlite` is preserved and not recreated
