There's nothing in CentOS Stream 10 that uses python3-gexiv2. There are some packages in Fedora that use it, but none of them are built for EPEL:

$ sudo dnf repoquery --whatdepends python3-gexiv2
      ...
      lazygal-0:0.10.9-1.fc40.noarch
      rapid-photo-downloader-0:0.9.33-10.fc40.noarch
      variety-0:0.8.12-1.fc40.noarch
      vimiv-0:0.9.1-26.fc40.x86_64

Therefore, unless something changes, it will be better to just not build the Python bindings for libgexiv2.
