Adapt the ha_cluster system role to pcs-0.12, which deprecates a few bits of syntax currently used in the role:

• When creating a location constraint, specify a rule as a single argument
• When creating a colocation constraint, specify score as score={value}

Original syntax is deprecated, but it still works, so this is not a blocker.
