Description of problem: Whenever a device is turned on, on opening chrome for the first time after that, a weird border appears along the window.
This happens with both from the official google-chrome-stable and flathub versions of google chrome. Here is a video of it happening in Rocky Linux: https://youtu.be/VsFtItlKUVc

1. Turn on computer
2. Open Google Chrome
Actual results:
Weird border around chrome window
Expected results:
Chrome should have normal, rounded borders
Additional info: I have tested this on both Rocky Linux and AlmaLinux and CentOS 9 Stream. Since this is reproducible on all of these, I was advised to open a bug report here.
While I have attached pictures of this issue happening in AlmaLinux, it happens on all RHEL based distros except Fedora. Also, updating kernel by using the elrepo's kernel-ml fixes this.
