resource-agents: metadata shouldn't list monitors for both started and unpromoted

      Goal

      • Some resource agents (at least galera, mariadb, mysql, redis, and SAPInstance) provide metadata hints for recurring monitors both without a role and with the unpromoted role. These are redundant (even if the agent can be used as either a promotable or regular clone), so only one or the other should be listed, otherwise pcs will create redundant monitors, causing failures to count twice against migration-threshold etc.

      Acceptance Criteria

      • Check resource-agent metadata for recurring monitors. There should not be listings for both a recurring monitor without a role specified and a recurring monitor with the unpromoted role specified.
