We will remove the snowball package from RHEL 10 because nobody wants to maintain it. We've found out that libxmlb package has a build requirement on libstemmer-devel but no runtime requirement on libstemmer, indicating that the build requirement might not be necessary.

I'm going to open an MR. If possible, please merge it sooner so we have enough time to remove snowball from RHEL.
