glibc: Remove ANSI_X3.110-1983 support from main package [rhel-9]

      The main glibc package includes the gconv converter /usr/lib64/gconv/ANSI_X3.110.so. It seems that it was included by mistake, perhaps confusing it with the builtin ANSI_X3.4-1968 charset ("ASCII"). We can move this file into the glibc-gconv-extra subpackage.
