Goal

• Subscription services team is moving all organisations to SCA by end of Oct, 2024 [ details : https://access.redhat.com/articles/transition_of_subscription_services_to_the_hybrid_cloud_console ] 
• As per the guidance from PM richjerrido, it is advised to deny registration request from non-sca orgs in RHEL 10 systems. Additionally the tool is already deprecating Entitlement based commands from RHEL 9.5 and will be removed from RHEL 10 GA time frame.

A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.

• Verify NON-SCA org should no longer be able to register in RHEL 10 beta (via activationkey/user-pasword) 
• Verify SCA enabled org can continue to register using activation-key/Username-password options
