What were you trying to do that didn't work?
I was trying to open the Orca screen reader's Preferences window using the key shortcut - Insert+Space. It sometimes worked and sometimes not. After many attempts I found out, it does not work when there is no other window opened on the current workspace.
Please provide the package NVR for which bug is seen:

always
Steps to reproduce
- Login to Gnome under X11
- Close the Overview without starting any application
- Make sure there are no open windows (or dialogs) on current workspace
- Start the Orca screen reader (via accessibility menu or using the Alt+Super+s shortcut)
- Wait till Orca starts to speak (should say "Screen reader on...")
- Hold the Insert key pressed, shortly press the Space key, release the Insert key.
Expected results
Orca's Preferences window should open.
Actual results
Nothing happens.
Notes
Works fine when:
- Gnome runs under Wayland,
- a window of some application (e.g. terminal or gedit) opened on current workspace,
- in overview.
