When installing idm on a clean (server with GUI install from rhel 9.4 full image) 9.4 installation, the latest version of ipa-server requires a package that is not available from RH repositories.
The latest version of samba-client-libs shipped in RH repos is 4.19.4-104 (https://access.redhat.com/downloads/content/samba-client-libs/4.19.4-104.el9/x86_64/fd431d51/package )
[root@core admin]# dnf install ipa-server-4.11.0-15.el9_4.x86_64
Updating Subscription Management repositories.

Error:
Problem: conflicting requests
- nothing provides samba-client-libs >= 4.19.4-105.el9_4 needed by ipa-server-4.11.0-15.el9_4.x86_64 from rhel-9-for-x86_64-appstream-rpms
(try to add '-skip-broken' to skip uninstallable packages or '-nobest' to use not only best candidate packages)
Either ipa-server needs to downgrade it's requirement, or a new version of samba-client-libs must be released. Current workaround is to install a previous version of ipa-server.
