High CPU usage spikes in the ice driver with ptp4l were reported in https://bugzilla.redhat.com/show_bug.cgi?id=2184013
Also, just reading from the GNSS module on an E810 adapter causes high CPU usage. To reproduce, simply do:
cat /dev/gnss0
on a system with an E810 adapter equipped with the GNSS hardware module and observe the CPU time consumed by the ice-gnss-<dev_name> kernel thread. It keeps one CPU almost 100 % busy.
Acceptance Criteria:
No such CPU spikes in the workload from rhbz#2184013
The ice-gnss-<dev_name> kernel thread should consume less than 3 % CPU when /dev/gnss0 is open for reading.

OCPBUGS-13075 ice-gnss process used by PTP GM config is taking more than half CPU, sometimes almost a full CPU
