How reproducible:

Steps to reproduce

1. Download packages from https://download.eng.bos.redhat.com/brewroot/packages/ceph/18.2.1/3.el10+5/x86_64/
2. install ceph-common by command:yum install ceph-common -y
3.  remind python3-rgw  is missing :

            [root@dell-xx yum.repos.d]# yum install ceph-common -y
             Last metadata expiration check: 0:28:55 ago on Thu 06 Jun 2024                          01:41:09 AM EDT.
           Error: 
             Problem: cannot install the best candidate for the job
               - nothing provides python3-rgw = 2:18.2.1-3.el10+5 needed by ceph-                  common-2:18.2.1-3.el10+5.x86_64 from libvirt_ci
          (try to add '-skip-broken' to skip uninstallable packages or '-nobest' to               use not only best candidate packages)
