TL;DR: an older runc release is installed because a new one requires container-selinux.What should be done is drop container-selinux req from rpm, the reasons to do so are:

• it is not needed (we don't have dmz feature in 1.1 yet)
• if needed, it should have been added as Conflicts: container-selinux < 2.224.0
• it should fix the issue being discussed
