What were you trying to do that didn't work?

After the switch of RHEL 7.9 to ELS, GCP will provide ELS content via `google-rhui-client-rhel7-els`, which will be addition or replacement of the current `google-rhui-client-rhel7` for standard repositories.

Please provide the package NVR for which bug is seen:

leapp-repository-0.20.0-2.el7_9

1. Provision RHEL 7.9 with ELS in GCP
2. Run leapp upgrade to 8.10 using RHUI

Upgrade works, system is detected as RHUI

Actual results

Upgrade fails, because the system is not detected as RHUI one
