rhc fails to build from source on CentOS Stream 10

      rhc fails to build from source on CentOS Stream 10. It looks like the systemd.pc pkgconf file is missing.

      Package systemd was not found in the pkg-config search path.
Perhaps you should add the directory containing `systemd.pc'
to the PKG_CONFIG_PATH environment variable
